Prime Minister Narendra Modi on Friday released around ₹2,400 crore under the Pradhan Mantri Viksit Bharat Rozgar Yojana at Vigyan Bhawan in New Delhi, marking a major milestone in the government’s employment-linked incentive programme.

The payout is aimed at supporting first-time employees and employers while pushing more workers into the formal economy. Backed by an approved outlay of ₹99,446 crore, PM-VBRY seeks to generate over 3.5 crore jobs by July 2027, including 1.92 crore opportunities for first-time job seekers.

But beyond the headline figure, the real question is whether the scheme can convert financial incentives into sustained formal employment across sectors.

What Pushed The Government To Build This Scheme?

India faces a major employment challenge. Every year, millions of young people complete their education, but the number of formal jobs does not increase fast enough to provide opportunities for all of them. As a result, many are forced to work in the informal sector, where they often do not receive benefits such as provident fund, social security, or job protection.

To address this issue, the government launched the PM Viksit Bharat Rozgar Yojana (PM-VBRY). The Union Cabinet approved the scheme on July 1, 2025, with a budget of ₹99,446 crore. 

On Friday, June 19, 2026, PM Shri Narendra Modi disbursed ₹2,400 crore of benefits under the scheme at Vigyan Bhawan in New Delhi.

The scheme aims to create 3.5 crore jobs by July 2027. Of these, 1.92 crore are expected to go to first-time job seekers entering the workforce.

This highlights the larger objective of the programme. The ₹2,400 crore distributed on Friday marks the beginning of a broader two-year effort to boost employment and bring more workers into the formal economy.

How PM-VBRY Money Actually Works?

The PM Viksit Bharat Rozgar Yojana aims to support both first-time employees and employers while encouraging the creation of new formal jobs. Key features of the scheme include:

  • First-time employees can receive up to ₹15,000 in financial support.
  • The amount will be paid in two installments after six and 12 months of employment.
  • Employers will also receive incentives based on EPFO records.
  • Companies must create new jobs to qualify for benefits.
  • Small firms need to hire at least two additional employees, while larger firms must add five or more workers.
  • Manufacturing companies can receive support for up to four years.

The conditions have been designed to ensure that the benefits lead to genuine employment growth. However, whether the scheme can meet its ambitious job creation targets remains the key question.

From 70 Lakh To 10 Lakh — What These Figures Really Mean?

Prime Minister Narendra Modi highlighted several key achievements of the PM Viksit Bharat Rozgar Yojana during the event. According to the government, the scheme has already helped create millions of employment opportunities across the country.

Key figures shared by the Prime Minister include:

  • Nearly 70 lakh new jobs have been created since the scheme was launched.
  • Around 70 lakh workers have been brought under social security benefits for the first time.
  • Close to 20 lakh young people have completed six months in their first job.
  • Nearly 10 lakh beneficiaries have already received their incentive payments.

Speaking after his recent visit to the G7 Summit, Prime Minister Modi said the scheme is not just about providing jobs. He described it as an initiative aimed at supporting young people entering the workforce while strengthening the connection between industries and skilled workers.

The PM Viksit Bharat Rozgar Yojana is much more than an employment scheme. It is designed to support the aspirations of young people and build a stronger link between industry and the workforce," PM  said.
