Parliament has been in session since April 16. This is not the regular Budget Session — it is an extended sitting, running for three days from April 16 to 18, specifically called to push through a set of constitutional amendments that could fundamentally alter the structure of Indian democracy. The central piece of legislation being discussed is the Women's Reservation Amendment Bill, but tied to it — inseparably — is a proposed constitutional change to expand the Lok Sabha from 543 seats to somewhere between 816 and 850 seats.
Prime Minister Narendra Modi wrote personal letters to all floor leaders in both Houses before the session, urging cross-party support. The BJP has issued a three-line whip to all its MPs in the Lok Sabha and Rajya Sabha, making attendance mandatory on all three days. In parliamentary practice, a three-line whip is the strictest instruction a party can issue — no leave will be granted, and defiance invites disciplinary action.
WHAT IS BEING DISCUSSED
- The Women's Reservation Act (Nari Shakti Vandan Adhiniyam, 2023): Passed in 2023, this law mandates 33% reservation for women in the Lok Sabha and state assemblies. The problem — it can only be implemented after a fresh delimitation exercise based on census data.
- The Delimitation Deadlock: The 2027 Census was meant to trigger delimitation. But states in South India, particularly Telangana, Andhra Pradesh, Kerala, Tamil Nadu, and Karnataka, fear they will lose seats because their populations have grown more slowly than northern states due to better family planning. Fewer people = fewer constituencies under current rules.
- The 850-Seat Proposal: The Centre's solution is to expand the total size of the Lok Sabha — possibly from 543 to 816–850 seats. This way, states that might have "lost" seats under a straight recount will instead gain seats proportional to their new population share, just on a bigger canvas. Southern states stop losing. Northern states get more seats. Total representation increases.
- The Constitutional Amendment: Live Law reports the Centre has proposed amending the Constitution to allow delimitation to proceed before the 2026 Census (the scheduled year), and to expedite women's reservation once delimitation is complete. This is what the current session aims to pass.
WHY THE OPPOSITION IS UNEASY
Several opposition parties, particularly those from southern states, view the rushed timeline with deep suspicion. The concern is that even with a seat expansion, any delimitation exercise that uses raw population data will disproportionately empower states where population growth has been higher — which correlates with weaker human development indicators and happens to be largely BJP-governed territory. Tamil Nadu's DMK, the TRS/BRS, and Congress have all raised concerns about whether the final methodology will be truly neutral.
There is also the question of speed. These are constitutional amendments — they require a two-thirds majority in both Houses plus ratification from at least half of state assemblies. Critics say three days is not enough time for such consequential legislation to be properly debated. Government supporters counter that there have been years of prior consultation and that further delay is itself a democratic failure — women have been waiting for their 33% quota since a constitutional promise was first made in 1996.
THE WOMEN'S RESERVATION PIECE — TIMELINE EXPLAINED
The 2023 Act created the legal right. But it specifically said the reservation would kick in only after delimitation. Modi, in his letter to floor leaders, wrote that "after extensive deliberations, we have concluded that the time has come to implement the Nari Shakti Vandan Adhiniyam in its true spirit." He framed the 2029 elections as the realistic target for women's reservation to first apply. That gives roughly three years for delimitation to be completed — which is ambitious given India's last delimitation process took years.
WHAT HAPPENS IN THE NEXT 72 HOURS
The government needs at least a two-thirds majority in both the Lok Sabha and Rajya Sabha to pass constitutional amendments. With the BJP and NDA's current combined strength, the numbers are achievable in the Lok Sabha. The Rajya Sabha is tighter. Several regional parties whose support is not guaranteed are being lobbied individually. The next 72 hours will determine whether these proposals clear Parliament or head back to a committee for further deliberation.
