For the last 15 years, India ran on 2011 census data. Schools were planning their academics using it. Ration cards were issued on the same old data. Election constituencies were drawn using the same, and even government welfare schemes — which feeds hundreds of millions of people — were calibrated using population numbers that are now a decade and a half old.
To overcome all these issues, Government of India decided to conduct India Census 2027 in India.
The census that was supposed to happen in 2021 was postponed due to COVID, then delayed due to due to administrative and political reasons. In June 2025, the central government officially announced that the house-listing phase would begin in April 2026, with full population enumeration in February-March 2027. The 16th Indian Census since the British started counting in 1872 — and the 8th since independence — has been officially notified with a reference date of March 1, 2027 (midnight).
The government has approved ₹11,718.24 crore for the exercise. It will be the first fully digital census in India's history. And for the first time, citizens can fill their own information without waiting for an enumerator to visit.
What's Happening in Delhi-NCR Right Now
Delhi falls under a specific category. The New Delhi Municipal Council area and Delhi Cantonment Board started their house-listing operations between April 16 and May 15, 2026. The self-enumeration window ran from April 1 to April 15. If you're in these areas and you haven't heard from anyone yet, the first phase has likely concluded for your area, and your enumerator's visit (if you didn't self-enumerate) should be expected soon.

What Questions Are Asked in Census 2027 House-Listing?
Phase 1 — the house-listing phase that's underway — is not asking about you as a person yet. It asks about your house. Specifically:
- Type of house (permanent/semi-permanent/temporary)
- Number of rooms
- Drinking water source
- Toilet availability
- Drainage facility
- Kitchen type (LPG, firewood, etc.)
- Assets your household has (car, two-wheeler, TV, internet, mobile phone, computer)
- Whether the house is owned or rented
Phase 2 — population enumeration — happens in February 2027. That's when your personal details are collected: age, marital status, mother tongue, religion, educational level, occupation, migration history, and this time around, your caste as well. India hasn't collected systematic caste data since 1931. The inclusion of caste enumeration in the 2027 census is the most politically significant change in the exercise.

How to Self-Enumerate Online for Census 2027
The self-enumeration portal is at se.census.gov.in. The app and portal are available in 16 languages, including Hindi and English. Here's how to do it:
- Go to the official portal using your phone or computer
- Log in using your mobile number and basic household details
- Fill in the house-listing schedule at your own pace
- Submit once complete
- You will receive a unique Self-Enumeration ID (SE ID)
- Note this ID carefully — you will need to share it with the enumerator when they visit for verification
The SE ID is important. Don't lose it. Keep a screenshot.
What Happens When the Census Enumerator Visits?
Even if you self-enumerate, an enumerator will still visit your house for verification. They will carry:
- An official government ID card issued by the Registrar General of India
- A printed letter from the district administration
- A government-issued smartphone with the official census app
You are not required to submit any document to them. They ask questions, they record answers. The process for a household typically takes 15 to 20 minutes.

Census 2027 Fraud Alert: Scams Residents Must Avoid
Large government surveys often attract fraud attempts, and residents in Delhi-NCR should be careful before sharing any personal information. Here's what's happening on the ground in Delhi-NCR already:
Fake enumerators asking for Aadhaar photocopies. A genuine census enumerator does not need your Aadhaar card photocopy. They do not take any document from you. If someone at your door asks for photocopies of your ID, they are likely a fraudster.
Fake apps asking for OTP. Messages are circulating with links to fake census apps that ask for mobile OTP verification and bank account details. The census app does not ask for banking information. Ever.
"Processing fee" scams. Some people are being told that completing the census requires a "government processing charge" of ₹100 or ₹200. There is no such fee. The census is free and mandatory. It's run by the government at government expense.
Fake links on WhatsApp. The official URL is se.census.gov.in. Any other link — even if it looks official — should not be clicked. The government has not sent the census links through WhatsApp or SMS beyond an initial government notification.
Tips to Stay Safe
- Always ask the enumerator for their official ID. Check the ID number. Government officials won't hesitate to show credentials.
- Don't share Aadhaar, PAN, or bank details with any census worker.
- The census does not affect your ration card, voter ID, or any subsidy — regardless of what you tell the enumerator.
- If an enumerator visits before the official schedule for your area, verify with your local municipal authority before answering any questions.
- Never share your SE ID with anyone except your official census enumerator.
- Report suspicious activity to your local police station or district census office.
Why This Census Matters More Than Any Before
India's population has grown enormously since 2011. Delhi alone has gone from 16.78 million in 2011 to an estimated 34 to 35 million today, counting the metro area. NCR — which includes Noida, Gurugram, Faridabad, and Ghaziabad — is one of the fastest-growing urban agglomerations in the world.
Without a census, welfare programs can't target the right number of people. Constituency delimitation can't happen fairly. Women's reservation in Parliament — tied to the next delimitation — stays on hold. The caste data being collected for the first time since 1931 will determine reservation quotas and social welfare allocations for the next generation.
For a region growing as quickly as Delhi-NCR, accurate census data will directly shape welfare planning, infrastructure decisions, and political representation.
