The devastating fire at Flourish Stay B&B in South Delhi's Hauz Rani is no longer being viewed as merely an accident.

As investigators piece together evidence, the focus is shifting from the flames themselves to a larger question: how did a property allegedly operating beyond its approved capacity, without key safety clearances, continue functioning until disaster struck?

Twenty-one people lost their lives at Malviya Nagar Fire. Many had travelled thousands of kilometres to Delhi not as tourists, but to care for loved ones receiving medical treatment.

For their families, the tragedy has transformed a medical journey into a tragic loss.

What Happened on the Morning of the Fire?

According to officials, the fire broke out on Wednesday morning inside Flourish Stay B&B, a multi-storey guest house located in the congested lanes of Hauz Rani near Malviya Nagar.

The building housed at the Lemon Green Restaurant on its ground floor and basement — investigators are examining whether the fire originated there before smoke and flames swept upward through the five-storey structure.

Most occupants were asleep.

Within minutes, smoke spread through corridors and stairwells, cutting off escape routes. Survivors and local residents described scenes of panic as guests desperately searched for exits while thick smoke filled the building.

Witnesses said trapped occupants banged on sealed windows, trying to attract attention. Many were eventually rescued only after local residents broke glass panes from outside. Investigators have since found that the rooftop exit of the building was also closed at the time of the blaze, potentially blocking what could have been a critical secondary escape route.

Rescue Before Emergency Teams Arrived

One of the most powerful stories emerging from the tragedy is that of local residents who rushed to help before official rescue teams reached the site.

Residents and nearby shopkeepers reportedly spread mattresses and quilts on the ground, creating makeshift landing cushions for people forced to jump from upper floors.

Among the most heroic escapes was that of a woman holding her child. With flames and smoke surrounding her, she jumped from the third floor onto mattresses laid out by locals. Both survived.

According to eyewitnesses, several lives may have been saved because residents acted within minutes rather than waiting for emergency responders.

Who Were the Victims from Malviya Nagar Fire?

Many of those who died were foreign nationals from from Liberia, Nigeria, Mozambique and Bangladesh. Officials said several victims were relatives of patients undergoing treatment at nearby hospitals. They had chosen the guest house because it offered affordable accommodation close to medical facilities.

Many were caregivers already dealing with medical emergencies in their families before becoming victims of another tragedy.

The process of returning the dead to their families has begun. Police have identified nine of the twelve foreign nationals who died and shared their details with the Ministry of External Affairs to facilitate repatriation of bodies to their home countries. Post-mortem examinations are being conducted at AIIMS, with six completed so far.

The biggest issue emerging from the investigation is the gap between what the property was allegedly permitted to operate and what it had become.

Investigators say the guest house had approval for only six rooms but was functioning with roughly 20–25 rooms. Some of these rooms were in the basement, which was also being used for guest accommodation. Authorities are also examining allegations of unauthorised expansion and construction.

A new investigative thread has also emerged: the presence of cooking heaters in several rooms occupied by foreign nationals is being examined to determine whether they played any role in starting the fire.

The investigation has rapidly expanded.

Hotel owner Lavkesh Bajaj was arrested after an extensive manhunt police had initially found his residence locked and deployed multiple teams to track him through CCTV footage across the city. A Look Out Circular was also issued against him and his wife, amid concerns the couple could attempt to leave the country. Authorities say he admitted the establishment was operating without a Fire NOC, though he attempted to shift responsibility for day-to-day operations to another individual.

According to investigators, Bajaj claimed that hotel management, room expansions and operational decisions had been delegated to others.

Police are now searching for hotel manager Jai Mishra, who remains untraceable. Before joining Bajaj at the property, Mishra had worked as an accountant with a private firm in the Malviya Nagar area. The tourism department licence for Flourish Stay was registered in his name, not Bajaj's.

Another revelation adding to public anger is that Bajaj allegedly drove past the burning property and left the area rather than stopping during rescue efforts. He later reportedly told investigators that he fled because he was frightened.

Investigation Expands Beyond One Property

The probe is no longer limited to the burnt building.

During interrogation, Bajaj revealed he owns three hospitality properties - Flourish Stay, Lemon Green and Micasa. Two are his personal properties; he is a partner in Micasa along with three other individuals. Police are now examining whether similar safety violations exist across all three establishments

If further irregularities are discovered, the case could become a broader investigation into how guest houses and small hotels operate across Delhi.

Families of Victims

While compensation announcements have dominated headlines, many families are demanding something else: ACCOUNTABILITY

The Delhi government announced ex-gratia compensation of Rs 10 lakh for the next of kin of peron killed, and Rs 5 lakh for those seriously injured. Chief Minister Rekha Gupta visited the injured at Max Hospital in Saket and directed authorities to ensure all medical expenses are covered. Prime Minister Modi separately announced Rs 2 lakh per deceased victim and Rs 50,000 for the injured from the PM National Relief Fund.

The central question for grieving relatives is not only how the fire started, but why basic safeguards were allegedly absent.
