Srikant Nagulapalli, Anand Singh Get Key Finance Ministry Roles Ahead of Budget 2027–28

Srikant Nagulapalli and Anand Singh have been appointed Additional Secretaries in two key Finance Ministry departments. The appointments come as Budget 2027–28 preparations begin and the new Finance Commission cycle moves into implementation.

New Delhi, September 26, 2026: The Centre has appointed senior IAS officers Srikant Nagulapalli and Anand Singh to key Additional Secretary positions in the Ministry of Finance, bringing new administrative leadership into the Department of Expenditure and Department of Economic Affairs at a consequential point in India's fiscal-policy calendar.

The Appointments Committee of the Cabinet (ACC) approved Srikant Nagulapalli, a 1998-batch Andhra Pradesh cadre IAS officer, as Additional Secretary in the Department of Expenditure, while Anand Singh, a 2000-batch Kerala cadre IAS officer, has been appointed Additional Secretary in the Department of Economic Affairs (DEA).

The two Finance Ministry appointments were part of a wider September 25 reshuffle involving senior officers across Rural Development, Steel, Personnel, Petroleum and Natural Gas, Jal Shakti, Education and Skill Development.

Viewed simply as personnel changes, the appointments may appear routine. Their timing, however, gives them wider significance.

The Department of Economic Affairs has already listed the Budget Circular 2027–28 among its current Budget Division documents, while the Department of Expenditure is operating in the opening phase of the 16th Finance Commission award period covering 2026–31. Together, the two departments sit at different but closely connected points of India's fiscal architecture—one dealing heavily with macroeconomic policy, Budget formulation, markets and external finance, and the other overseeing public expenditure, financial rules, state finances and expenditure management.

Srikant Nagulapalli's move to the Department of Expenditure represents a notable change in administrative domain.

Before the latest appointment, Nagulapalli was serving as Director General of Hydrocarbons under the Ministry of Petroleum and Natural Gas. An official Oil Industry Development Board listing identifies him in that role.

His move therefore takes him from a specialised part of India's energy and hydrocarbon administration into the Union government's central expenditure-management framework.

Nagulapalli is a 1998-batch IAS officer of the Andhra Pradesh cadre. His Central Government experience predates his hydrocarbons assignment. A Department of Personnel and Training order issued in February 2022 had appointed him Joint Secretary in the Cabinet Secretariat, giving him experience within one of the government's principal inter-ministerial coordination institutions.

Why the Department of Expenditure Role Matters

The Department of Expenditure is considerably broader than its name might suggest.

According to the Ministry of Finance, it is the nodal department overseeing the public financial management system of the Central Government and matters connected with state finances.

Its responsibilities include implementation of Finance Commission and Central Pay Commission recommendations, monitoring audit observations, preparation of Central Government accounts and assisting ministries in improving the efficiency and outcomes of public expenditure. It also oversees expenditure management through Financial Advisers and deals with the financial appraisal of major schemes and projects.

This means Nagulapalli is moving into an institution positioned at the intersection of government spending, fiscal controls, Centre-state finances and scheme appraisal.

That becomes especially relevant during a Budget cycle.

Anand Singh Appointed Additional Secretary, Department of Economic Affairs

Anand Singh's appointment as Additional Secretary in the Department of Economic Affairs brings a different kind of experience into the Finance Ministry's senior administrative structure.

Singh is a 2000-batch IAS officer of the Kerala cadre and returns from an overseas assignment connected directly with international economic and financial policymaking.

An official DoPT order from May 2023 appointed Singh as Senior Adviser to the Executive Director representing India at the International Monetary Fund (IMF) in Washington, DC, under the Department of Economic Affairs. The assignment was approved for a tenure of three years from assumption of charge or until further orders, whichever was earlier.

The latest ACC decision brings him into an Additional Secretary position within DEA following completion of that foreign assignment. Reports on the September 25 order state that the period between completion of the overseas assignment and assumption of the new post will be treated as compulsory wait under DoPT provisions.

Anand Singh Brings IMF Exposure Into Economic Affairs

Singh's IMF assignment is particularly relevant because the Department of Economic Affairs is the part of the Finance Ministry most directly connected with many of India's macroeconomic and international financial relationships.

DEA's official mandate includes providing advice on domestic and external economic issues, including inflation, foreign-exchange management, domestic finance and the Union Budget.

It also handles India's bilateral and multilateral economic engagement with international financial institutions and other countries.

That makes Singh's transition from an IMF-linked role into DEA more than a return from foreign deputation.

It places an officer with recent experience in a major multilateral financial institution inside a department that regularly deals with global economic conditions, international capital, development finance and India's engagement with institutions such as the IMF and World Bank.

Why Budget Preparation Requires Both Economic Affairs and Expenditure

The annual Budget process illustrates why appointments in DEA and the Department of Expenditure are better viewed together rather than as isolated personnel announcements.

Economic Affairs deals with the larger macro-fiscal framework—economic conditions, borrowing, Budget formulation, financial markets and external economic issues.

The Department of Expenditure, meanwhile, is concerned with how government resources are allocated, appraised, controlled and spent.

The two functions ultimately meet in the Budget.

One side helps define the broader fiscal and economic envelope. The other plays a major role in determining how expenditure proposals fit within that envelope and how spending is subsequently managed.

16th Finance Commission Adds Another Layer to the Expenditure Agenda

Nagulapalli also joins the Department of Expenditure during the 2026–31 award period of the Sixteenth Finance Commission.

The Sixteenth Finance Commission submitted its report to the President in November 2025, and its recommendations cover the five-year period beginning April 1, 2026.

The Finance Commission framework is fundamental to Centre-state fiscal relations because it addresses issues including the distribution of divisible tax revenues between the Union and states and grants-in-aid to states.

The Department of Expenditure officially identifies implementation of Finance Commission recommendations and matters connected with state finances among its core responsibilities.

These appointments are part of a broader set of senior bureaucratic postings approved across the Union Government.

But the placement of two experienced IAS officers inside separate arms of the Finance Ministry deserves to be viewed as more than another entry in a transfer list.

Srikant Nagulapalli's appointment in the Department of Expenditure puts him inside the machinery responsible for public financial management and expenditure oversight. Anand Singh's appointment in Economic Affairs brings an officer with recent IMF experience into the department responsible for major areas of macroeconomic, Budget, financial-market and international economic policy.

Their arrival also coincides with three important policy realities: preparation for Union Budget 2027–28, the implementation phase of the Sixteenth Finance Commission's 2026–31 recommendations, and an economic-policy environment increasingly shaped by the interaction between domestic fiscal choices and global financial conditions.

The next important development will therefore not merely be when the two officers formally assume their new assignments, but which specific divisions and policy portfolios within Expenditure and Economic Affairs are allocated to them.

That will determine where their influence is most directly felt within India's fiscal and economic policy machinery.
